This project results from the collaboration between INAI, PNUD-Mexico and three organizations from the civil society: Gestión Social y Cooperación, Gobierno Fácil y ProSociedad, Hacer bien el bien A.C., thanks to the financial support of the US Agency for International Development (USAID) to promote in the states the development and consolidation of actions intended to strengthen practices of transparency and citizen participation focused on the 2030 Agenda for Sustainable Development.
The project has two fundamental purposes. The first one is the strengthening of capacities, the linking and the empowerment of a network of Local Agents of Change in Open Government and Sustainable Development that promotes the development and consolidation of actions intended to strengthen the practices of transparency and citizen participation at local level in Mexico, with a territorial and sustainable development approach. This is accomplished through an online and face-to-face education program for people from different states (known as fellows) who desire to acquire knowledge, discuss and to be trained, practically and theoretically, in two subjects: Open Government and Sustainable Development.
The second purpose is oriented towards the strengthening and consolidation of the spaces for dialogue created within the framework of the Open Government initiative: locally driven co-creation —Local Technical Secretariat—. These spaces are intended to address public problems aligned to the 2030 Agenda for Sustainable Development following an Open Government approach, to reduce the corrupt practices and to guarantee the full exercises of the people’s fundamental rights.
In the design, the Training Program was considered a platform of incidence, by means of which participants —selected using a rigorous methodological process— obtained a place through an open call widely disseminated.
After the selection process, the platform trains the stakeholders with an open format in order to find local change agents committed to transforming the reality of their communities.
Respect to the training program, during the 2017 call, 20 young people from 5 states were trained and, thanks to the resources provided, they were able to submit their projects to the Local Technical Secretariat. Consequently, the Agenda for the Sustainable Development was placed at the local level, guided by UNDP, in Chihuahua, Morelos, Nuevo Leon, Oaxaca, and Sonora.
During 2018, the call was made in the following states: Campeche, Durango, Guanajuato, Estado de Mexico, Quintana Roo, San Luis Potosi, Sinaloa, Tabasco, Tlaxcala, and Veracruz. In this second edition, the number of applicants and fellows selected to participate was duplicated, as it may be observed:

On the other hand, in order to contribute to strengthening spaces for dialogue, an Accompaniment Model for the Local Technical Secretariat of the Open Government of the 15 states members of the project was implemented. This process is accompanied by a specialist in multi-actor dialogue, and by a Project Working Group. In this manner, tools and workshops are provided to guide the stakeholders of the open government local actions in the implementation of the 2030 Agenda for Sustainable Development to solve public problems.
